I get what you’re saying—big loans like this often seem to get tangled up in bureaucracy before they reach those who really need the help. Plus, with the Middle East situation so unstable, it does feel risky for the EU to commit such a huge amount without clearer outcomes. Sometimes it feels like they’re just throwing money hoping it’ll stick somewhere useful.
